I'm running PF4 on two monitors. I've been noticing that if I change the contents of the bookmark bar on one window, the other one doesn't change. However, I've also found that once you get the bookmark bar in one window set the way you want it, you can get the other one to match by selecting the second window then toggling the bookmark bar off & back on. When it's back, it matches that in the first window.
